Transatlantic Cyber Dialogue with Dr. Jackson Janes

Dr. Jackson Janes, AICGS President and Fulbright Board Member, will discuss the war without borders in the cyber realm on Thurdsay, March 15, 2018 at the Vertretung des Freistaates Bayern beim Bund in Berlin.

The forms of conflict resolution are changing. While conventional and nuclear weapons remain important, cyberspace presents new security threats that pose enormous challenges to both national and international law. Specific threats include cyber activities, specifically on social media, intended to influence the democratic process in the context of elections. On the other hand, cyber attacks on critical public sector infrastructure (such as power plants) and on state and military institutions take place on a daily basis on both sides of the Atlantic. The perpetrators – individuals, groups, or states – are difficiult to identify and an effective and timely response is often impossible. Additionally, the lack of legal foundations in dealing with cyber threats has proven problematic. Because cyberspace is limitless on the World Wide Web, an open international dialogue is needed. This podium discussion, as part of the Transatlantic Cyber Dialogue of the Hanns Seidel Foundation and the American Institute for Contemporary German Studies, contributes to this open international dialogue.
